Quarter-bore, on this forum, is making some very nice plugged case breech seaters, maybe other types.

Here's a simpler method that is adjustable for seating length.
Get someone to turn you up a plug out of any metal, the plug should be a slip fit in the case and go all the way to the bottom and be level with the case mouth.
By taking the plug out and dropping a washer or a LDPE wad in the bottom of the case you can adjust the plug out in increments of .060" or whatever till you find the sweet spot.
I suppose it goes without saying that plugged cases only work with actions that have a strong camming action on closing.

I use wood dowel from the hardware store in a case for breech seating. My thump works real good. Coarse I'm not trying to jam a oversize bullet in the barrel.
