Ballard identification

I am trying to identify a ballard Schuetzen rifle that was damaged by fire for a friend for his insurance claim.  The SN is C751.  I think its a No. 3 Gallery, 22 caliber.  It looks to have a thick base vernier tang sight with a Lyman 18 style front sight.  The top of the barrel is drilled for scope mounts.  30" barrel.  One other provision is determining the date of manufacture, for which I have not been able to find any dates.  Any help would be greatly appreciated.

Based on the serial number beginning with a "C", it appears you friends rifle is a what is commonly referred to as a "Cody Ballard".  Left side on the earlier models read "Ballard Rifle & Cartridge Co".  Later ones read "Ballard Rifle Co.".  Each would also show Cody, Wyoming as the place of business.
Steve Garbe or Keith Kilby at Wyoming Armory could come closer to telling you when it was made based on the serial number but likely around the late 1990's or early 2000's.
As for value, I sold a Cody Ballard .22 about a year ago for $2800.00. It had a pistol grip frame, DST, globe front sight, scope blocks, not cut for a rear barrel sight and it had no tang sight on it when it sold.
It was a really good rifle, should have kept it.

A real shame; especially since it can't be replaced unless your friend finds another Cody Ballard used. They aren't being made, and when they were that gun sold for a lot more than the used price noted above!

Looks like an MVA #108 Sharps Mid-range Tang sight.

Looks like a Cody Ballard 3F to me also with special ordered dst and tang sight.
There may be a remote possibility that it may be repaired by the shop in Cody.

My Cody Ballard C47x was built in 2003, so that will narrow the date of manufacture somewhat.

What a shame. Good chance since it's a 22 rf that it can be returned to service safely. When I worked at Frank Lefever and Sons we repaired several guns from light smoke damaged to 
wood burned and springs heated to the point they weren't springs. More recently I converted a burned up 30-06 1903 Springfield into a 22 lr without reheat-treating the action. 
Had to replace all springs , stock etc but works fine.
Would strongly advise different approach for centerfire guns.
