Can anyone give me some Idea of the cost to convert a 32 RF to 32-20 centerfire and reline the barrel?  Just some idea of a price range would be good.

You'll have to provide more info as the first issue is...
Is the rifle in question capable of handling the 32-20?

What make and model would also be helpful to give an estimate.

Winchester low wall in 32 long.  Everything is good and tight.  looks like it would be fine.

Ballards may be weaker,
but they sure are neater!

I'd expect it to run in the $500-$650 range, if the block is converted, and gun needed to be relined. More if you had to buy a CF block. Hate to price other's work, so hopefully one of our members who do this will chime in?

First thing to do is slug the bore and see if it's the right size and twist for a 32-20. If the bore is good to go then the chamber can be cut, extractor altered and firing pin moved. Probably run $200 or less.

Does just making a new link to move the firing pin strike not work for .32RF to .32CF?

I am not a gunsmith but I am of the understanding that you need to do both, make a new link as well as move the firing pin.

The longer link didn't work well the only time I tried it- on a 32 cal. rifle similar to yours. While it did move the pin upward the long link had to be forced more to go over center and it was like the gun had jammed up almost. I redid it with a bushed firing pin in the old block because I knew the long link was putting a lot of wear into the link pins and the lever pin. I might have that old link around if you want it, but I sure don't think you will.

Take a few thou off the breech end of the barrel and that binding will go away.   Your rifle was breeched pretty tightly to begin with.

A longer link changes the geometry and puts more strain on the main spring. Best to convert the firing pin.

Good point. My relative ignorance of Winchesters shows through.   Embarrassed

Just think about it for a few minutes. If a different link were the solution then why did Winchester make a different breech block with a different firing pin when all they needed to do was a make a different link for a few pennies? I think the answer is obvious.

But then, Pope had just such a Winchester, which he used centerfire in the summer and rimfire in the winter.  How did he do it? The books I've read say he had a link with three holes.   Did he have a different spring as well?

There's not to many chambers that will work for rim fire and center fire. Most likely he changed barrels and extractor. A lot of things about Pope that we will never know.
