It's 'cos the bullets of 'gallery ammunition' are sintered from lead pieces rather like dust shot. The idea is that when the slug hits something solid it shatters into thousands of tiny bits, which individually lose their kinetic energy very quickly.

I have been shooting for over 50 years. I have shot just about every type of competition. I was into black powder flintlocks heavy for 35 years, trapshooting heavy for 10 years, pistol shooting heavy for 40 years. I have always had a modest income and have had to reload. I have a lee lead pot and cast all my round balls and pistol bullets. I used to bring home wheel weights 500 lbs at a time and melt them and pour them into 1 lb. ingots. After all the lead I had handled in my life I thought I should go to the doctor and have my blood tested. He said it was too small to measure. So as far as I can figure, you have to eat it or inhale it like a vaporizer to get lead poisoning.
