The U.S. Homeland Security has stopped the shipment of rifle scopes across the border unless you have an import and export permit from both countries.

Any person in Canada can sell or buy rifle scopes without any restrictions or regulations. They just have trouble getting it past the U.S. border guards unless you have both the import and export permits which are required by American Homeland Security.

I am a Canadian and had bought an Unertl from the U.S. The U.S. seller was fined $250 for selling me an externally adjusted 10X scope (by the U.S. border guards who seized the scope).

Pretty stupid if they think I was illegally picking up a sniper scope for some terrorist activity when I can go down to the local sporting store and buy a 36X scope with Mildots without any restrictions.

I think I know that person, he did not pay the fine but forfieted the scope.

Yes the regs are a pain in the hinney, but if you have somebody with the correct paperwork they can handle the sending to the correct paperwork holder in CA.

They collectively include all scopes instead of listing what ones individually.

Oh Well rules suck........

interesting facts,  I was unaware that optics were regulated. Does this apply to ALL rifle scopes or only the ext. adjust target scopes?   How do they differentiate between "rifle scopes" and the low power scopes used on deer hunting shotguns and muzzle loaders?

I too have opinions about the over-reaching politics of the situation but this is not the proper part of the forum to air them in Wink. Lets not get an informative topic get bogged down in the politics Smiley

It applies to all scopes of any type, all reloading components including brass ( with some very minor exceptions ), and almost all firearms parts.

However, for a small fee you can solve all of these problems of course Smiley

Not sensible ones--those are needed.  But idiotic ones, dreamed-up by know-nothings (such as gov't bureaucrats) without the faintest understanding of whatever it is they're trying to regulate--they don't suck, they kill...liberty.

When, in the last 50 yrs or more, has ANY crime been committed anywhere in the world using an externally-adjusted scope?  I'll bet a million dollar reward couldn't turn up one example.

It doesn't have to make sense to the government! It makes money to charge fees or fines, so they win regardless of making sense or not.

What do people do if they cross the US/Canadian border with a scope mounted on a rifle?  Does that require special paperwork and if so from which countries?  

We get our scope's serial numbers recorded at the Canadian side of the border before we proceed into the U.S. That way we can prove we did not purchase the scopes in the U.S. and avoid the sales taxes when we return to Canada.

Before we can bring the firearms and scopes into the U.S. we need to get an application approved by the U.S. ATF for the temporay importation of firearms and ammunition by nonimmigrant aliens. We also need a personal invitation to a U.S. shooting competition to get across the border plus a passport.
