I have a rolling block with heavy Barry Darr barrel.  Fore end is no longer with it, so I'd like to make one which not only looks decent but fits ASSRA bench rest rules, even though it is not likely to be competitive.  What is the maximum width allowed where the wood rests on the bag?

Jeff_Schultz is correct but there is more to it than just 3" width. I recommend you read the rules to ensure you don't contour the forestock in way that might not be acceptable. The rules are posted on this site under:
General > Announcements > Rules (in the top section)

There is nothing more in the rules other than the 3" width; although, you can't have a thumbhole in it.

I stand corrected. Your reply is accurate. I was thinking of the ISSA rules which add this statement as a further restriction to the 3" forestock width:
Forearm bottoms may be flat or convex, but may not be concave.
That might be a consideration for those intending to shoot with both organizations.

Shot a Ballard with a wide forestock recently. Forestock is nicely done. Rifle wouldnt shoot under three inches when rested on the forestock. Shot two very small groups with the barrel rested on the bag.

every last one of them is different.  what makes one work may or may not make another one do the same.  The infinite variety of variables is what makes this game so addictingly challenging.

The ASSRA guidelines are surprisingly vague in some areas.   Forends are one good example. The really wide ones used in the varmint rifles and early benchrest rifles were probably not considered "in the spirit' of the classic era of single shots.
