Yes, even cast-off OEM Ruger 10/22 barrels are quite decent, except the chamber is rather large.  The prices are right, though, so many have been swapped out for something else that may or may not have been any better.   If you don't rechamber, there's a way to "bump" the bullet in your .22 ammo to make it fit better, which definitely improves the accuracy of bulk ammo.  That trick, along with choosing the right ammo to begin with, made a 5-MOA 10/22 into a 2-MOA shooter for me, without changing anything but the trigger group.
