Metal does have a memory and several circumstances awaken that memory so that it wants to return to its prior state.  I would suggest that both the barrel and the liner made as straight as possible, then "cryo-ed" so that that the new memory it will create will be based on the straightest possible condition of those two components~!

Do you agree that a rifle barrel heats up the POI changes?  That's because the metal in the barrel's memory is returning to its earlier state.  CRYO removes that memory and with no memory the heating will take the barrel nowhere because it has nothing to go back to except to its state post*CRYO.
