Hello, I read on the Massachusetts Rifle Association web site, that A.O. Neidner complained to a Major Dooley, head of the U.S. Cartridge Company, of the inaccuracy of the then available .22 long ctg.  Dooley supplied Neidner with 10,000 empty primed long cases and twenty five pounds of powder.  As a result of his experiments, the .22 Long Rifle came about.  Is this true?  I thought Peters in conjunction with Steven's brought about this ctg.?  Any additional information you experts out there could would be greatly appreciated.  Thank you.

That story sounds more like it might relate to the development of the .22 Hornet.  Stevens introduced the Long Rifle in 1887.   I think Neidner was still in the Army then, shooting the .45-70.
