I see a gray area here....   the readily detachable wireframe stock can quickly result in a shotgun with an overall length of less than the minimum 26 inches. 

I would seek clarification regarding this and get it in writing.

Hi BP,
It's a Pre 1898 item so it should be an antique and no Federal registration or paper work should be required, same as the old original Single Shot Black Powder cane guns, but to be safe the buyer should check out the current law.

I agree with the gist of what you are saying, however.... 

I experienced an incident wherein I was fully complying with the laws, but a certain law enforcement officer thought otherwise. I promptly placed phone calls to a few agencies who quickly contacted his office. Corrections were made, and the officer walked away a bit more enlightened than before. 

If something is questionable, it is in your best interest to seek clarification from an authoritative source, and get it in writing....  that piece of paper may just save you a few headaches somewhere down the line.

Apparently the .410" shotgun cartridge was popular by 1900 so it must have been around for a year or three before then, but it would have been a shorter cartridge than the modern rounds.

I looked in a repro of a Stevens catalog from the 1880s.  They were listed as chambered for .44 XL shot cartridges.  A .410 will fit, but modern shells are probably a bit more than was intended for the old action.
