High Wall Rebore?

Have a .25 caliber High Wall with a bad bore. Can this barrel be bored and rifled for a larger caliber? If so, who is well know for quality rebore and rifling work? Thanks.

The best that I've found so far is Delta gunshop/Cearwater reboring, as mentioned above by John T.
