I think it is a Ron Smith Barrel.  Esp because it is gain twist. He is supposed to be a hell of a barrel maker.  Somewhere I have seen mention of complex barrel markings like this and I think they were his.   

Is it stainless?

My own RKS (stainless) 32-40 bbl was marked very similarly if not identically, but I no longer have the rifle and didn't record the markings. IMO it's a Ron Smith barrel, the ne plus ultra (L: than which there is no better) of Schuetzen barrels.

The RKS stands for Ron K. Smith, the 90 means it was made in 1990, the 24.5 is the 1:24.5 twist at the chamber and the 15.7 is a 1:15.7 twist at the muzzle and the bore diameter is .321 inches.

These 32 barrels were best with 200 to 210 grain bullets.

Although Ron prefers the stainless he also makes chrome moly barrels as well. He also makes both 8 or 6 groove barrels.

I don't have loads for the 32/40 since all of my 32s are chambered for the 32 RKS. No need to slug a RKS barrel since the .321 on the barrel specifies the diameter. You should use bullets sized to .322 or .323.
I use bullets 2 thousands over the bore diameter to get a nice tight fit.
Ron Smith prefers to use one thousand over. Some only use bore diameter but I prefer to ensure I limit gas cutting around the side of the bullet and therefore I prefer a tighter fit.

Certainly helped me at the ISSA American Nationals this year.

The .32 RKS is a .357 Maximum case trimmed back to 1.470" and tapered with a .223 Remington die. (and then retrimmed to 1.470").
This requires annealing of the case or else you will loose half to a third when you size them.

The load for the .32 RKS is 11.0 to 13.6 grains of Accurate Arms #9 or H108 powders. (same loads for both powders).

My best competition score was a 1245/1250 using 13.2 grains of H108 using a 232 grain Paul Jones spitzer sized to .323 in my RKS gain twist barrel that finished at 1:11.5 twist.

My 1:14 gain twist barrel in 32 RKS was best with 12.8 grains of Accurate Arms #9 or H108 powders using a 210 grain Paul Jones spitzer.

Testing of powders has indicated a sweet spot in the barrel for every .3 grains of powder so when fine tuning do not test every half of a grain of powder like some people do. You need to test loads that are .1 grains apart.

Note: Schuetzen shooters have been going to heavier/longer bullets and tighter twists to gain slight improvements in the windier conditions.
