new ruling from ATF

Just received this from ATF  10/9/26

Open Letter to All Federal Firearms Licensees and Permittees and the Public

US Bureau of Alcohol, Tobacco, Firearms and Explosives

teal

The Bureau of Alcohol, Tobacco, Firearms and Explosives released an Open Letter and Frequently Asked Questions explaining how it will treat ownership, transfer, and transportation of the National Firearms Act (NFA) firearms for which Congress eliminated the making and transfer taxes in the One Big Beautiful Bill.

Under ATF’s guidance, ATF will not enforce the requirements for individuals to apply and receive ATF approval before making or transferring short-barreled rifles, short-barreled shotguns, suppressors (silencers), and certain other concealable firearms known in the law as “any other weapons.” ATF also will not enforce the NFA’s registration, tax-stamp or related requirements for those covered items. The $200 tax remains in place for machine guns and destructive devices. The NFA requirements apply in full to those weapons. The guidance does not supersede state and local laws that restrict NFA firearms.

I can see it now.  A suppressed Pope barreled 32-40 high wall.

People who think they know everything are a great annoyance to those of us who do.

And I can use my XP-100 with a 15" barrel 7mm TCU and a shoulder stock I made for it, 30 years ago.

I shot it a few times back then but, got paranoid and it hasn't got out of the case since then.

You will be wanting to check Oregon laws.  It will take a separate court case or congressional action or state law amendment to trickle this down to Oregon.

Ah yes 14"  7TCU XP 100 with a Donnelly barrel.  Often thought of trying to fit a Remington 600 stock to it. I wonder....

Oklahoma outlaws SBRs, SBSs, and suppressors unless they have the federal paperwork. (tax stamp)

I would hope the law is changed soon.

Edit: Gun shops have been selling suppressors with no paper here for months. So I'm not really sure what is going on.

A search this morning did not reveal a "Rule change for registration"
While the $200.00 tax stamp requirement went away I'm not sure the registration requirement went away.

Yes the latest info I've found says the "Enforcement" for registration went away, ... That said, if some local overbearing ATF agent or worse some 'local LEO' wants to hammer you for some reason, they may still argue / charge us with a violation.

Just saying, I'm very leery of gotchas........

As of October 9, 2026, the ATF no longer enforces NFA registration, approval, or tax-stamp requirements for suppressors, short-barreled rifles (SBRs), short-barreled shotguns (SBSs), and "any other weapons" nationwide.

RJ is correct. The ATF director cannot change laws. It will require congress and signed by the president. I'm sure most people know that.

What's likely to happen is the next blue president and congress reinstate registration and make the fee $$$$.

There is a common use lawful augment. So who knows.

I did SBR and suppress a 10-22. ($400 🤯) It's fun but hasn't been out of the safe much in years.

The new ruling seems to state that suppressors and other NFA items (excepting machine guns) will be treated as any firearm and the buyers will fill out a 4473, not the tax stamp paperwork. So it's not like you'll just walk in and buy with no paperwork, just different paperwork.

There are separate rules for converting rifles to pistols, pistols
To rifles. Conversion is different that manufacturing.

The hunters pet and marbles game getters were specifically exempted with the NFA act.

The Encore was the center of a Supreme Court challenge because they sold a kit with both a rifle and pistol conversion kit.

I don’t think this was addressed in this ruling.
