There is more tipping on that target than I like to see. 

The tipping may have helped move that flier.

I think part of the tipping might be from using a plugged case for a breech seater.  I have a Russ Weber seater for my other CPA but it doesn't fit into the tighter chamber on this rifle.  I bought a mini lathe recently.  Once I figure out how to use it I'll try making a new case and plug for that breech seater to see if it helps.   

Part of it might also be that I don't have a 200 yard range, but 200m so the extra distance isn't helping.

I'm pretty sure my mishandling the rifle has a lot to do with the flyer but the tipping didn't help I'm sure Smiley.

I've been a prone BPCR shooter for so long and only dabbled in these schuetzen rifles until last winter.  There are a surprising number of ways for me to make flyers shooting from the bench  Cheesy.  I've shot a 245-6C prone with black powder using my silhouette rifle, but not better than a 246-6c with my schuetzen rifles with smokeless from the bench.  It is a bigger learning process than I expected.  I have a long ways to go, but I can see the path forward for sure.

I've only seen tipping cause by to slow a twist for the bullet length and the bullet entering the trans sonic range. This is one of mine. Trans sonic caused it, it was still a decent score. 

I increase the charge by .5 gr and it went away and shot 2 points better.

You don't think a slightly crooked start caused by using a plugged case seater could cause tipping?  I could go up a little in powder charge but it'll start to lead the bore.  I tried earlier in the week but it got a little lead so I backed down on the powder charge a little.

Obviously you can't lead your barrel but, a better bullet lube may keep it from leading. I've used Javelina Schuetzen at 1600 w/o leading. 

Beyond that, you may need to use a shorter bullet or a more aerodynamic one, that holds it velocity better.

What bullet and how long is it and what is your twist?

No, I don't think that your bullet seater will start it crooked, especially if it's a bore rider or tapered bullet. Seat one and knock it out. Then check it out.

I tried to get Javelins but apparently it can't be exported to Canada for some reason.  I will try to collect the ingredients to make a batch of Alberta Schuetzen lube.   

The bullet is a tapered traditional style bullet much like the Hoch 322200 that Steve Brooks made for me.  It's 1.050" long. It  198gr in 20:1.   The barrel is a 1:14 twist Douglas XX.  The bullet appears to engrave evenly.

Depending on how well the bullet matches the taper of the throat and leade into the lands, it’s pretty easy to get a bullet started off center in 44 1/2. If the plugged case sticks out to far from the chamber, the block has a hard time getting behind the case, pushing it up as it goes forward. 

What this does is pushes on the base off center and sideways. So depending on resistance to seating the bullet and bullet softness, it’s not that hard to deform the base of the bullet.

Solution is pretty simple, use two plugged cases of different lengths. One to start the bullet, one to seat it.

Never shot a centerfire Stevens sort of rifle, but I got along pretty well using a push seater- like Ideal's old offering- for a long time. Seems better than the way spoken of here. 
Of course, I love my Russ Webber seater even more, but I take the old one along just in case Cool
