can not advise on the re-barrel job, but any competent smith should be able.  I don't think is complicated.
I wanted to advise that if you change barrel size you will have to refit the wood which might be a real pain.  Maybe a re-line would work for you.

I am going through all this myself and just wanted to give a little heads up.

I used John 1 time will not use him anymore. also know a few others that will not use him anymore.
