That drop tube is adjustable.  On the one I have like that I use a caliber measure to measure the overall length when set for each different charge I want to throw.  The secret to success with a Belding & Mull is to throw the charge lever several times to get the most uniform charge.  I do it three times per charge.

I removed the charge lever and spring.  I shuttle the hopper back and forth by hand.  My normal routing is to do it twice.  When weighing charges I would do it 3 times if the charge weights were consistently low.  for 200 yd BP I don't weigh the powder though.  When I compress the charges I have an arbitrary scale on my Lee hand press and I separate rounds by compression depth.
