It has been a while, but we used to soak the paper strips in transmission fluid.

I started out lubricating the rolled bullets on a piece of foam with an assortment of oils: Jojoba, whale and a synthetic sperm oil.  Didn't make much difference.  I then went to just shooting them dry and haven't looked back.  I just shot some in a slug gun match this past weekend.   
I also tried all types of paper and settled on baking parchment that seems to have some sort of lube, possibly silicone? on it.  Anyhow, they shoot fine and I've been using it for at least 15 years now.

All you need it’s to lube the outer layer of exposed paper with a light coat of lube. I wipe it on then wipe off the excess. Don’t let the lube soak into the inner layer because it can cause the paper to stick to bullet after it leaves the muzzle. You also don’t want lube on the paper inside the case. That will cause it to stick to the case mouth and can cause the paper to tear when it leaves the case and or cause case stretching.

Not all rifles like lubricated bullets. For the ones that do, after seating the bullet in the case I lightly wipe the exposed patch with jojoba oil, the wipe it off with a clean tea towel.

My practice is to lube the paper after it has been wrapped on the bullet and fully dried.  I do this as I am seating the bullets, and I use my ordinary home-made bullet lube.  After seating the bullet, I wipe off all excess lube.

And let me say, it was your namesake that forced me to start paper-patching bullets.  Here is a picture of the charge card inside the case of my Purdey .500 3" BPE double rifle:

Notice that it says, "Bullet: hollow or solid, papered and greased".

That's what they said to do.

Apparently I have a different way of doing things. The way I lube patched bullets is to run them through a lube sizer with the appropriate sizer die installed and maintain some pressure on the lube pump.  This method smooths out the patch and applies a thin film of bullet lube to the patch. This has been my method for over 30 years and it yields very good results for me.
