One of the German schuetzen rifles I posted in the photo forum a while back had a similar rib under the barrel.  When I stripped the gun down for a deep cleaning (it had been haning on the wall for a couple of decades) I removed the rib (2 screws) and could see that the forend had originally been drilled for a cleaning rod.  The hole in the forend had been plugged. 

I figured the under rib was either added to cover up the missing (and no longer needed) rod or the rod was removed so the rib could be added.
 
The rib added about a pound to the weight of the gun.

Early rifles had a rod under the barrel. As styles changed, the rods were removed.
