FYI 
I think you can make it with your standard 222 Remington die from 357 maximum brass.  When he was alive, Kurt Hardcastle was building rifles on small Martini actions.  The neck ends up shorter than a standard 222, about the same length as a . 223 neck. Kurt had a custom reamer made specifically for that short neck but I suspect this would work fine for your needs.
I'm not sure if he annealed them 1st but I suspect he did.

I may have some 222 R brass that the necks were turned on.  They might be pretty thin. If you think they might work I’ll dig them out and measure, see how many it might be. 

Another option is 5.6x50R, Ammo with decent brass is available for $25-30 per 20 at a lot of different online vendors. The brass is 1.960” if I remember correctly.

I have about 5 boxes I could get rid of. But it's necked up to 25 caliber.

I'm not a reloader, so how difficult would it be to necking them down?   What are you asking for them?
