1)Consensus is the barrel is in original configuration.

2)Profiled(Octagon/Round) barrel blank would have been manufactured by Winchester and is "3 Weight" .

3)Threaded & machined for Winchester High Wall.
1-16 TPI 
.935" Thread diameter.
Barrel diameter:  Breech .980" - Muzzle .875"

4)Pope did NOT use gain twist on rimfire barrels.  
Twist, measured with a tight patch is 1in 21-24" (I checked multiple times and had difficulty getting a consistent measurement.  

5).22 Short

6)Correct left hand twist.

7)Does not have a Pope barrel number. 
Did he forget to number it? (FWIW Pope's personal rifle had no numbers on it.)

8) 21/.59 mark confirmed as Pope marking/setting for his machinery.

9) Flat muzzle is correct for a Pope barrel. Length at 26 1/8" is shorter than most of his barrels.

10) Barrel from the late 1890s or very early 1900s. 

Pope would order barrels or complete rifles from Winchester that were delivered as "smooth bore" and he would rifle and chamber them.
