.22 short vs .22 LR

My .22 rifles so far have been .22 LR. now I one which says 22 and it turns out it takes 22 short or 22 long. I’ve been working on deciding whether to keep it as is or reline it to 22 LR. Our snow/ice athon has keep me from the range. So it’s reading this and that. 
One question is FPS? Most of my 22 LR are 1100-1250 FPS while the CCI  HP 22 short 27gr is 1105 FPS. How do they get that out of a much shorter cartridge. Is it the roughly 10 grain reduction in the bullet?
