I have a barrel  in 28-3030  28 is 288  are dies availablefor this. case is smaller than 219 Donaldson wasp.  oh its on a ballard.  thanks tom

Maybe it's a 7mm-Waters? Just a 30-30 case necked down to 7mm which is why the Wasp wouldn't fit because it is a blown out case. I hope it is a modern made Ballard. You could just try a 7x57mm neck sizing die.
