What am I?

This sight came on a Ballard #3 gallery rifle, but is the wrong angle.  The base holes are more line 1.070 but the front has been slightly elongated.  There is no detent at vertical. just a protrusion to prevent it from tilting forward.  
The last photo shows it compared to a proper Ballard sight.

Looks like one of the repro's that Cape Outfitters used to sell.

I think I found it.  It looks very similar to this.  I will have to verify the screw spacing.

Weren't the tang sight Cape Outfitters and Jeff's Outfitters later sold all vernier type with elevation screw? At least the ones I bought and still have are.
