Don't have any history on the tang sight configuration on the Ballard.  Saw a photo of one several years ago - possibly European as I recall.  Operates as an externally adjusted scope mount with three point contact. No clicks on my example.

I'd love to know more about that unusual tang sight! I've looked through all my references and can't find anything about this super cool sight!

At a glance it appears to work like Lyman/Unertl scope rings with windage and elevation offset by a spring. The stem is threaded to provide more adjustment and it looks to have a Merit eyepiece.
Very cool. Possibly a one off?

The seller did it himself.
