Don't have any history on the tang sight configuration on the Ballard.  Saw a photo of one several years ago - possibly European as I recall.  Operates as an externally adjusted scope mount with three point contact. No clicks on my example.

At a glance it appears to work like Lyman/Unertl scope rings with windage and elevation offset by a spring. The stem is threaded to provide more adjustment and it looks to have a Merit eyepiece. 
Very cool. Possibly a one off?
