Donaldson powder measue

Was this powder measure a regular production piece or a one off?  It has what look like several "pockets" in the spindle marked 4, 5, 6, and 7.  I'm assuming it is weight of Unique powder.  The spindle is also marked "7" on the underside.  Kind of a neat piece.  The bushing on the bottom is for the 310 tool set.

I'll say that it's a one of. Besides being a writer, Harvey Donaldson was a talented machinist and could have easily made that powder measure.
