Try loosening the screw that holds the sear spring to make it a bit weaker to see if that is the issue.

I will try loosening the sear spring and see if that is the problem.
The set trigger spring seems to be about right but may have weakened over the years.

PROBLEN SOLVED
The sear spring was too firm. 20 minutes with a diamond stone and adjustment to the sear spring screw and the set trigger works every time. A BIG thank you to westerner and bpjack for sending me in the right direction.

I have made and fitted a set of scope blocks on the Bremer. The barrel was already drilled and tapped at 5-40 and non-standard
hole spacing. About 20 years I got a Unertl 1 & 1/2" 10 power scope and it has been sitting waiting for a rifle. Well today is the day it gets used. The temp was in the 40's and the wind was gusting about 20 mph. Off a solid rest at 25 yards it did well. The range I shoot at has 5 swingers at 25 yds. The largest the size of a small dinner plate and the smallest the size of a gold ball. The rifle with scope weights 13 lbs. I hit 5 out of 5 offhand and this old body said it was time to quit. I shot about 100 rounds off the rest. Here is a few of the targets.

Sure looks like a keeper AJ! 
By the way, your Bremer buttplate looks just like mine where it fits to the stock, but mine got it's prongs chopped off. I'm in the process of brazing donor prongs back on mine to return it to the same as yours.

I've replaced a couple previously AJ and they braze up pretty easy. I'll install a washer between the buttplate and prongs before brazing to give a small gap for the brazing rod to fill into so when I shape it down smooth it wont show a parting line.
The buttplate and prongs will likely be different alloys, so some brass black to "antique" the buttplate will help blend them and make a match better.

Still needs final shaping, polishing, and antiquing, but the hard part is done now!

Lever had a missing tang at the rear also, and got it made and welded back on also.
