As far as I know they were Joe. It was Winchester's guy William Mason who designed the panel sides and there's some debate whether they were milled in at first, but later forged into the panel side shape.

I also believe the Browning Bros. actions were all rounded top, where some Winchesters were round tops, and some were octagon tops. My flat side is an octagon top, and two digit serial number.
