Looks like a #100 to me also. But I see none in Rowe's American Gun Sight book with the windage adjustable aperture block? And other models with windage have screw adjustable windage. That one appears to just loosen the eyepiece and slide it for windage.

Yes, maybe just an improvement over non adjustable previous #100.

Could it be a 104 simply missing the windage adjustment screws? Or a 108 which is the same as a 104 with a plain eye disc.
