Is it common to have the face of the action also have the 2 small holes like a #5 for the fore arm ?

I'm certainly no expert, but I think all the forged Ballard actions have both the hole for the dowel and the holes for the pins. At least the ones I've seen have both.

Again, I'm no expert.
  

I'm not a complete idiot, some of my parts are missing.

Ballards may be weaker,

Yes, as the fellas mentioned all forged actions have the 3 holes. Two small, and one large.
