Lyman Sight on Ballard Gallery .22

Got my 3rd Ballard, am I Addicted yet?  Has a Hooded Lyman Front Sight with flip-up Pinhead or Lollypop.
Any ideas?  Been searching the Net but so far haven't seen one.
2 Opposing Screws so I'm thinking it may be Windage Adjustable.

Just my guess but the screws may be part of the pivot in the sight element

it's a model 17 the screws dont do anything for windage on this model.
