It's what is called a St. Louis air gun.  Mine is a smoothbore in .25 caliber.  You cock it by pulling on the trigger guard, break the barrel for loading and fire away.

I think the name came from the shooting galleries in St. Louis that rented them to patrons.

If this rifle cocks via its trigger guard, it's what the Germans called a bugelspanner.  If so and if it's still working, it's just powerful enough to serve as what it was meant to be: a gallery/parlor gun.
