An issue I have never seen addressed

In the beginning stages of my paper patching career and I have an issue thats annoying and possible problematic. 

After compressing powder I turn the case mouth into a shallow pan of lube for a cookie and the trapped air under the cookie cant get out so it forces the cookie up and out. Along with the top wad and the bullet.  Right now to solve it I am Puncturing the cookie and top wad in the center with a sharp pick.

Any ideas?

I'm guessing your grease cookie lube is too hard, trapping air behind it.  And you're using the PP bullet to seat the cookie.  The lube should be quite soft like room temp butter or even softer.  Once you've punched out the lube with the case, top it with the wad & push the cookie down with a dowel, not the bullet.  Any air should be forced out around the soft cookie. Then insert the PP bullet.

Why the cookie?  I onlyy use cookies when shooting military BP rifles as wiping isn't allowed between shots in matches here for those.  And I use soft lube, and puncturing the cookie (before seating the top wad) to be able to seat it down.  So yes, it's normal, certainly not problematic.  Annoying?  That's personal.
but for match rifle, no lube cookie needed or even wanted, as I wipe between shots.

Lube is room temperature SPG, quite soft. After its in the case mouth I top it with wad and push them down together onto over powder wad.

I am using a Duplex load and lube as the rifle is a Pacific meant for hunting and I wish to avoid wiping between shots. 

If my puncturing method is how others do it then I will keep on.

Years ago when I was trying to control the fouling in my 40-90 sbn I used lube cookies. I also had to make a hole in the middle of the cookie with a pin to vent the trapped air.  It worked well for me.

I have that “issue” seating grease groove bullets in fired but unsized cases.  My fix is to put the cartridges in MTM cases, bullet down, with a pad of that black artificial spongey stuff that they use to pack electronics for shipping.  It needs to be thick enough to push the cases over the bullets until there is no air space possible, while still allowing the lid to snap closed.

The running fit of the GG bullets has enough friction to keep them from coming back out unless the cartridges are shaken. Add the sponge, close the lid, and in a few minutes the trapped air will leak out and whatever has been moving will stay put.

A paper patched bullet might need a little mouth reduction on an unsized case for the same friction, but the same principle applies.  By the time you open the box at the range, the bullets should be seated down with nothing moving.

I went to the dollar store and purchased a $.99 quarter inch cutting board and I drilled 7/16 holes in it and I just poured liquid lube on that on top of a piece of wax paper. Pick it up wipe off both sides. Let it cool couple minutes and punch them out with a pencil into a cottage cheese container. They’re just small enough. They fall down when you seat the wad on top compresses them just enough And you don’t have that problem.
