For me "training rifle" is not a good indicator of purpose, for there's nothing about the rifle that suggests "military".  Instead, to me it looks like a remarkably well-preserved Flobert "gallery" or "garden" rifle.

Belgian take on the "flobert/rolling block", and the training rifle designation is not completely false, as this type of guns were very popular in France between the late 1870's and 1914.

Called "school rifles" (carabines scolaires), they were used to prepare a whole generation to the "revenge" against our latest annoying neighbour, Germany.

Most french exemples are copied from army bolt guns of the time; but necessity being law, all kind have been used for that purpose.
