I tried the web site but it.requires me to print out a form and mail it, I can't do this. Is there someone who I can send my details to that can arrange the membership for me ?

  Just above the green "print and mail" button is a yellow one that says "purchase/renew online". Click on that one and you're on your way.

Don’t know why it is setup this way, but add the membership to your cart and go to your cart. 
If you are using a credit card select “PayPal Checkout”, then you will have the option of using PayPal or a credit card for payment.
