Named after Colonel CB Winder who advocated marksmanship training and helped design the model.
I've always heard it pronounced Win der, not Wine der.

Marlinguy got it.  It's a neat story, one that goes back to the same time period that shooters in the British Empire got miniature Martinis. Main character was Charles B. Winder (pronounced as Win-Der). Other players were Harry Pope, Stevens and their Stevens-Pope barrels, Walter Hudson and W. Milton Farrow.
