In the 1887 Report of the Chief of Ordnance appendix 34 pages 495-510 they go on to explain that as well the the wads were removed due to finding them in the target berms along with spent bullets. I know I have found wads in front of our 500 yard 32 in. steel plate target as well as other targets.so it seems that wads from time to time ride the bullet all the way to the target.

As a precaution in case that happens, after drop-tubing the powder & inserting a wad, I also insert a very thin wad cut from printer paper prior to compression the powder.  I'm not concerned if thin wad sticks to the bullet base down range.

Another problem was the auto loaders would drop a wad stack sideways into the case on a rare occasion. to confirm removal of the wads was a good idea they over several weeks they fired with and without wads in carbine rounds at various range to five hundred yards and the loads without were more accurate. Suggest that today and the fires of hell would come down on you by the x-spurts!

Tom, I have not done extensive testing but find that loads without wads tend to increase bore leading.  I'm betting the accuracy increase in the test you mentioned was a result of the bullet not being affected downrange by a wad sticking to the base.  Due to the potential of bore leading I'm sticking with using an over-powder wad.
