Flipping through some mags looking for a 25-20 article by Ken Waters.
this article was in there and this bold type caught my eye.

Back about 1996 I placed ten shots on a target at 600 yards that could be covered with a baseball cap. Range was 600 yards. I used a sling in the prone position. The rifle was a 40-65 Winchester, using BP and 1880s period sights.

12 inches at a thousand could have been done but it would be the exception, not the rule. 

Look at the targets shot at the 1874 Creedmoor matches. Those targets would be more common.

the Creedmoor results were what I was thinking as well as the more common in matches as well.

The author qualified his statement by saying "finest target shooters"  using "select rifles and ammunition", and he doesn't say "consistently", just that they could.  While I'd love to know his source(s), I also don't have an trouble accepting his claim as stated.

When it comes to the finest shooters, with the best equipment, I'd find it tough to think that description didn't fit the members of the US Creedmoor team, and their rifles. Every rifle used by Remington and Sharps members was hand built specifically for this match, so I doubt there were finer rifles made.
And the shooters themselves were chosen after a period of matches fired before the matches to determine who would be best to join the team. 
Still none of them shot the groups mentioned in matches, but I suppose they may have on occasion during practice if all the stars aligned for them. Certainly not the norm, nor would it be common, even for the best shooters of the day. I think it's a bit of an over statement myself.

I think that sums it up.  Possibly on occasion in practice, but certainly not the norm.  In modern times no one has yet shot a 100-10x on the 1000 yard target with black powder and there are more people trying now than ever were back then.

The left hand column does mention the 85 Winchester so a target rifle based on that would qualify for the 1880s.

My own experience shooting long range at 1000 yds. would be worthless to prove this. Since neither myself, or the guns I own are in the same class as those fellas who shot at the Creedmoor matches.
I'm tickled when I can actually get most of my shots on the 36" plate at 1000 yds. with my old single shots and iron sights. So I'm certainly not in the same class as those great shots of the 1870's!

I'm with you Val.when I ding the 3' plate at 1000 yards at my buddies farm I really smile.If I hit it 3 times In a row I brag all week.Even with my old 308 Palma gun with 24x Leupold I don't get 100% hit rate if the winds blowing .And that's a .5 MOA gun!

I tried quite a bit before I even got hits at 1000 yds., so when it happened with my Pacific in .40-85 I was thrilled. I could be fairly consistent at the 650 dinger that's 24", but I hit all around the 1000 yd. dinger, just scaring it.
After getting the right gun, and load that was better at the very long ranges I'm still never going to be great. My eyes struggle with iron sights at 1000 yds., and the target is about .040" in diameter when you look at a 3 ft. plate that far away! Just centering it in a small aperture globe sights, and peep opening on my tang sight is a challenge with a tiny target like that. At least for me!
I watched a friend shooting his .45-70 Shiloh Sharps at the same target go 10 straight hits, and made it look easy. But he's probably as good a shot at long range as I've ever seen.

Okay guys,you are showing me up now! 600 yards is the farthest I have even attempted with one of my Ballard or Hepburn’s and nothing to brag about there! 
But I did shoot  a Barrett 50 cal at 1,000 yards. Now that was a hoot to shoot!
