No, not a 404.  It's a 418, the "Walnut Hill Junior", built on what some consider the best version of the 1915 "Favorite" action.

In the description it says unable to fire, the 418 with the hammer all the way back is the safe position, for faster lock time it fires from what would normally be half cock position.

You carefully pull back the hammer a little more along with pulling the trigger to release the sear, then ease the hammer forward into the firing position notch.
