I opened a supposedly new can 748, the seal came off with the lid. Is 748 a very fine grained grey colored powder? I am a little hesitant to use it.

I went and found some 748 powder on my shelf. 3 unopened plastic pound containers and one open Metal can, what was in the metal can is very fine grained ball powder and dark black. Almost as dark ad black powder.  I didn't break the seal on any of the plastic bottles as they were intact and wanted to keep them that way.

Magic powder,I use it in my .308 full chat jacketed loads,I think it is a tad faster than Varget,haven’t tried it for cast as yet, vaguely remember not to used for reduced loads,not sure.

Yep.  Fine grained grey ball powder.   

And FWIW, the seals come off on at least 1/3 cans I open.

Great powder!  I used it in a 225 Winchester.  Would consistently shoot groups the size of my pinkie fingernail @ 100 yds.

Bob Hodgdon said it was the same powder as Ball C2. It was a stellar performer in 223's for me, along with others that like that burn rate. Although no experience with it's use in black powder cartridges. Someone has to have given it a go?

I use it to shoot gas check cast lead bullets in my .416 Taylor. 1750 fps shoots very well. Tighter groups than either 4320 or 3031.
Add the blessing of jacketed bullets at 2150 fps shooting into less than 2 inches of the combined groups at 100 yards, makes a great combination.

Indeed, there are warnings against the use of reduced loads
of 748. 
Also, when you get up to the max loads, pressure will go up
Drastically if you go beyond recommended loads.

THE OTHER THING to note about 748 ball powder.
It is temperature sensitive. A max recommended  load that shoots well and safely at reasonable ambient temperatures will blow primers if you , say leave your ammo in a hot car for a period of time.
YES, happened to me years back in a service rifle match with my M1A.

I have been reloading for over 50 years, in that time I have no experience with ball powder, so I have some questions. I wish to use it in a 9.5x57, there is no load data that I can find for WW748 or BL-C(2). I have in the past worked up loads using data from a listed cartridge with close ballistics. My plan was to use data from 358 Winchester, 220gr bullet. Now I worry about reduced loads using ball powder. How much reduced does it become a problem?
My plan was to start with 44gr 748 & 235gr Speer & Remington 9 1/2 primers, does this sound reasonable & safe starting point? I would use H4895 if I could find any close by. I do have over a pound of 3031. Any help is appreciated.

Most of the powder and bullet makers and others have toll free numbers ( not necessary) with most cell phones, that have ballistics experts available for answers to questions such as yours. Just because they don't include an obscure cartridge in their loading manual, doesn't mean they don't have information for loads for it. Another good source is the German Gun Collectors association for such a round. Reloading is not a by guess and by golly proposition. I would find a "safe, tested" starting load, and slowly work up from there. Cheap insurance.
