My .32 rifle's groove-to-groove diameter is .321 and I shoot .323 diameter bullets with 20:1 lead:tin alloy with a BHN of 10.
I shoot bullets .002" wider than my groove-to-groove diameter in all my cast bullet rifles. 
I have no problem fully breech seating these bullets so at least half of the base band is engraved by the lands.

People do not understand that bullets that are too hard or are too narrow do not seal and allow gas cutting around the side that affects accuracy and contributes to leading.

Marlinguy that sounds like that might be my problem now.  As I said I ordered .323 but received .324.  I am going to reorder at .322 and see what I receive.

Please remember different lead alloys will cast bullets with slightly different diameters in the same mold.

Try casting with 20:1 Lead:Tin alloy to see if a smaller bullet drops.

Or are you ordering bullets from someone who is casting them for you?

Unfortunately that's a real problem when you're at the mercy of having to buy bullets. It's rare that you get exactly what you want in size, and hardness. Only way to have complete control is casting your own.
