powder information required

I usually only shoot BP in my 40-65 Hi Wall but the club has now run out owing to delivery problems because of the covid 19 problem affecting the border between NSW and Queensland, where our supply comes from.
As a result I have had to turn to smokeless in order to continue shooting. I have a small supply of AR2207 so I decided to try that, with less than good results. Being new to smokeless loading I used 27 gr and a floral foam wad in the mouth of the case, the bullet weighs 400 gr and is cast in 20-1. Accuracy was very poor, what would you guys suggest I try in the way of powder and how I make up the load, I would prefer to shoot fixed ammunition if possible, rather than breech seating.

try 22 grains and a pinch of toilet paper loose on top of powder  worked for me  with 4198   art

I'm shooting a Rolling Block in .40-65 with a 30" barrel, using 4198 at 23.0 grs. and a 410 gr. bullet. No wads, or fillers, and it shoots extremely well out to 1000 yds.

Thanks all for the advice, today I tried the 27gr load again as I already had them made up before I read your advice. This time I pushed the floral foam wad down onto the powder rather than leaving it in the neck of the case. This time they all went off perfectly whereas yesterday one just went "Pftt" and the bullet bounced out about 20 ft in front of the rifle, there was no recoil whatsoever. I thought that probably this had been caused by the powder no being held against the primer.
As advised I will reduce my load down to 24gr and delete the floral foam wad. I will also breech seat the bullets so I don't have to mess around putting neck tension on the case to stop the bullet falling into the case.
I have a small collection of primers that I need to use up left over from experiments with BP.  There are Foicchi LR, Sellior & Bellot LR, CCI BR2 LR, CCI No 350 Mag L P, FED 155 LMP, and FED GM215M LMR.  Last time out I used the Fiocchi primers but perhaps one of the others might be better ?, any thoughts ?.

Mike, the trick with small quantities of powder in a large case is to tip the bullet end up before loading it in the rifle to get the powder back in the end with the primer. I shoot 20.5 grains of SR 4759 with a 300 grain bullet in my 40-65 with a LP primer with no problem. 4759 does ignite easier than 4198 but if you keep 4198 in the hind end of the case it should work for you. I would never put a wad of any kind hard down on the powder as that greatly increases the chance of ringing the chamber. 3mm off the top of the powder will take care of that and still keep the powder where it needs to be for reliable ignition. Of course a little neck tension helps, too. In the large case of my 450 #2 reliable ignition can be a problem without something to keep the small amount of smokeless in the vicinity of the primer and I use .3 grains of kapok fiber just above the powder.

Thanks again for the replies,  I have a friend here who shoots a 38-55 with smokeless, he uses either Kapok over the powder, or semolina up to the base of the bullet and a wad on top of that.
Tomorrows experiment will be  24 gr AR2207, no wad, bullet BS in about .100, if they all go in the same hole this will be my secret load.
