If it is for pin striping, wouldn't there be a wick between the wheels? Obviously, I've never seen a pin striper. And I'm damn sure NOT going to test it on my wife's car.Your trying to get me killed!
Guys often used the powder for layout work prior to doing flames. They'd use self adhesive paper applied to the car's fenders, and then use the striping wheel with powder to lay out the outlines. It's easy to lay out, and simply wipe off a mistake.
Once laid out they cut along the lines with a razor blade and remove the area they plan to paint.

I watched a guy named Hot Rod do pinstriping at a motorsicle thing at Wenatchee in 96. Besides pinstriping he was a heck of an artist.
Custom pinstriped single shots may now become the latest rage. Will go well with tattoos and pompadour hairdoos and sideburns.
You've just described my grandson. He does pinstriping. And has been known to shoot schuetzen.

Watching one of my shows one day and can't remember which one but the narrative said the pinstriping brushes used squirrel hair. Never would have guessed that one.
