Help identify breech seater ...

1) What rifle could this be for?
2) Is this by a known maker?

It is .32-40 caliber.

Just a wild ass guess but it does appears as if it might be for a Borchardt rifle. But then again possibly not, not knowing how the handle would then rotate or if the block would actually hook onto the back of the breech block mortice? Maybe even a Miller but it is very interesting anyway.

if the spacing is right maybe a ballard. the two legs may straddle the hammer when camed forward. just my guess

Not sure the distance from the rim of the cartridge to the back of the tool is long enough to work on a Ballard? 

The way the block is it can't be levered forward if it fit into a mortise on guns with blocks that drop straight down though.

here is my new version of a simple Ballard seater. Like the one in question and pictured it can be used from left or right by rotating the handle 180 degrees. Mine is one legged instead of 2 and pivots instead of sliding in a slot. Joe do you have a ballard to try it in?
