A smooth sleeve installed in a barrel then cut rifled seems like a good idea to me and it probably has been done.  A .3255 - .3242 variance is never going to be accurate.

I can fully understand a cut rifled barrel being turned down into a liner Joe. But to install it and then to rifle it just cannot be cost effective. But I could also be wrong and it won't be the first time or the last. More interesting would to be to know who actually did the work? Not everyone has a cut rifling machine in their garage and based on the comments it doesn't appear to be professionally done. Now having wrench marks on the action itself, but that too could have also been done prior too.

I think it would be easier and faster to rifle a smooth tube after it is installed in the barrel.  It has to be rifled one way or the other. A rifle barrel would fit existing jigs and fixtures.

If a rifled barrel was turned down to liner size, that might explain the large discrepancy in groove diameter. There are internal stresses in barrels as you know.
