The reason I questioned the time frame is that there were references from all posters that did not specify. I am, and was aware of the original question, but difficult to follow throughout the post, so just looking for clarification, which it seems has not yet been achieved?

One would assume the time frame was around the time that Pope and others were still around. Not knowing if John D Kelly was around the same age or not would probably have a big bearing on the actual time. I will go back and try to find more information on the picture that is  being posted. And if possible more information on John D Kelly himself. I believe going back into Ray M Smith's book in regards to Pope's Barrels and John D Kelly's accomplishments might actually help. If memory serves me right I believe there might be some dates on some of those targets that might help out.
