Farrow was a generation older, had kids Schiff's age.  Farrow was retired from Schuetzen about the time Schiff turned 21.  He may have bought and sold Farrow rifles, might have even known more about them than most of us, but I doubt he knew much about the man.

Joe, thank you so much for digging up that information and the catalog. I, too, first encountered Schiff in Ned Roberts' wonderful book on the cap lock rifle. What a treasure it is.

Long beard, dressed like a bum.

He was the first District Ranger for one (maybe more) of the Districts of the White Mountain National Forest, from 1917 until maybe 1930.  That meant he was the guy responsible for what went on in an area covering about 250,000 acres of thickly-forested eastern mountain land, long before radios or maybe even telephones.  He probably had a horse, because the roads would have been pretty bad.  Those were his work clothes.  The local folks knew who he was.   He dressed like they did, a very effective way to get his job done.  He wasn't a cop, he was a professional forester.  That Smokey Bear uniform stuff didn't come around until the 1940s.
