Whether or not to use a wad depends on what cartridge you are shooting. If a .32-40 (or similar traditional cartridge) use no wad. The .32 Miller short (or similar cartridge) requires some sort of wad in the case mouth - typically floral foam. I've never been a fan of using filler - period.
Another tip about wads. Do not seat a wad on the powder. This can produce a ring in your chamber at the bullet base. Charlie Dell laid out his findings on that in his book - The Modern Schuetzen Rifle.
As for High Wall breech seaters contact:
Bill Bargloff or Jerry Cleave, they both hang out occasionally on this forum and are also listed in my book - Loading and Shooting Traditional American Schuetzen Rifles.

For Smokeless Powder loads in my .32 RKS case (only a third filled with powder) I plug the end of the case with a wad made from the 3/4" pipe insulation as a cork. 
Yes there will be an air space between the wad and powder.
I NEVER place my wad down on the powder when shooting Smokeless Powder and I never use a filler. 
Since we always shoot our Schuetzen rifles in a level position it will never affect accuracy from the powder's positioning in a partially filled case.

To breech seat with Black Powder I leave NO air space between the wad and powder and NO air space between the wad and bullet base. I use .060 vegetable wads to fill air voids in BP filled cases.

In regards to a seater you do want to purchase one with mechanical leverage. 
David Mos is another to check with he just recently announced that he was going to start making breech seaters in the for sale section. Willis Gregory is another one to check with but I am not sure if he is still making breech seaters or possibly not.

John Any pictures of the breech seaters now coming available.
Hopefully it will be adjustable like the old Weber seaters so you can fine tune your loads with changing environmental conditions.

To cap the case of BP or Smokeless powder charges, try a pinch of cotton ball.  Pure cotton’s burning temp is 400F.  In addition to preserve the bullet bases with no deformation or fins when when seating the bullet, I put 1/8” adhesive base wad on the bullet base. That too has a burning temp of 460F

I'm having trouble picturing how one can afix an adhesive base wad to a bullet in a perfect manner so as to completely cover the base and also not be even the slightest bit off center so as to not impact the balance of the bullet.
