This is not about politics, this is about the supreme law of the land, and in particular the Second Amendment to the Constitution of The United States of America. It should concern everyone, regardless of political affiliations or positions.

Rkba2nd and so very true I am no longer concerned about my own rights. But I now have 3 great grandchildren and one on the way and I am very concerned about them keeping the same rights that I have had myself while growing up.

ATF is automatic transmission fluid!   What's that got to do with firearms?   I think the original poster probably meant BATF.   Their goal is to make criminals of all firearm owning citizens.   That way we can all become "subjects."  As dar as I know there has \never been a conviction under the 1968 Gun Control Act.   So if they aren't going to use it against criminals, what is it there for.

Currently anyone can build a gun for their own use without a serial number. You can build it but you can't sell it. The tough question with that law is how do you or your family ever dispose of it? I've never seen a good answer to this. What Biden hasn't thought of, is that under the proposed law anyone can build a gun, have a serial number assigned and applied to it by an FFL, and then legally sell it. Anyone can be a manufacturer without a FFL manufacturing license. He is about to open a door that he doesn't  realize he is opening. I love it when people who don't know firearms do something stupid that is to our advantage.

Don't kid yourself we are paying the Lawyer Fees that none of us could afford to destroy our own rights and they are doing it all with our own tax dollars.

This is a huge gray area. The rules for marking and serial numbers only apply to “those engaged in the business of manufacturing and selling” . So you can make a firearm for personal use, decide you no longer want it and legally sell or transfer it. No serial number required.

The problems start when whoever is next in line has to explain where it came from and when. 
Same if it’s stolen, you can report it stolen, but it will never be returned without identifying marks and records of ownership.

This is why any response from ATF with questions about this generally include something like “not required but strongly advised” to apply a serial number and identifying marks.

The whole thing revolves around establishing intent when manufactured, personal use or future transfer. Not hard to imagine in this day of monitored online activity to see a statement like “I made this rifle so my kid will have something to remember me by when I die”, as intent to transfer a firearm manufactured for personal use.

State laws can further muddy the water.

Not a legal opinion, only a reasonably well researched one.

This is where the new proposed rules got real confusing to me.

The wording basically said that the rules of the 1968 gun control act would apply to any firearm manufactured without a serial number before 1968. 

The current rules for personally made firearms were in the same 1968 GCA.

It was not clear to me what happens with all the un-serialized, legally made and possessed, firearms, made from 1969 to present.
Does a number need to be added?
If so, when and what circumstances?

Hopefully this fully unites all gun owners and finally puts a stop to the “I don’t shoot one of those, so I don’t care if they ban or regulate it out of existence” way of thinking.

I will add that the scariest part of this new proposal is the wording of what will be defined as a firearm. It suggests that any thing related to “the fire control group or system”.

Will that include triggers, hammers, firing pins, springs..... before you laugh remember they already tried to mandate micro stamp engraving firing pins for easy matching of struck primers to specific firearms.

It is correct to say it is not a new law. It is also important to understand that the current definition of receiver is a law enacted by congress and the new definition is an overreach. However, if adopted, the new regulations will stand until the matter is settled in court, which could take quite a while.
Until such a court decision we all will have to live with these new regulations, including dealing with those regarding personally made firearms and new definition of receiver.

Very good point JC.   These are proposed "regulations" not "Law."  I well remember when the 1968 Gun Control Act was passed.  Congress pretty well legislated the teeth out of that Act;  then the teeth were all "regulated" back into it by the buracracy after the fact.    Thus, the rules are made, not by the elected legislatures, but the puppets in the bureaucracy.  That's how it works.   What the citizens want has little, if any, bearing on the final regulations.
