How many have seen the proposed rules for Personal Manf Firearms. I f I read it right any kit a person completed or has in their possession must be registered and serial numbered by an FFL I assume this idncludes 80% frames and casting kits. New proposed rule 2021R-05

Does this rule affect guns built prior to the rule's initiation date? Not sure, but would assume rules like this usually only affect firearms built after acceptance date?

I hope this new law doesn't pertain to casting sets for old single shot type rifles.
Would also be really bad if this pertains retroactively to those guns. Seems like a violation of ex post facto rules.

Anything post 1968 will be required to be serial numbered with a FFL. Sounds like they will create a new FFL license to do this.

Not being a machinist I have no horse in this race but my thought is that since you are manufacturing a firearm, that should come under the rules of the ATF that require a license to do so. The rules on what is an antique are really vague to me. My interpretation is that a modern replica of a rifle that ended production before 1899 and is in a caliber that ammunition is not readily available would mean that a new Shiloh Sharps 1874 in 44-77 should be exempt but Shiloh will not ship one to you without going through an ffl I understand. What is the difference between that and somebody building say a Borchardt in 40-50 SS from a kit? Should the maker of the Borchardt receiver need to register it? I would think so but the water is just as clear as the Mississippi during spring floods. The Gun Control Act of 1968 was written 53 years ago. I would think that it is time to update it but would be afraid as to what the updates would be. I would think that all of the rolling blocks, the Stevens 44 and 44 1/2 line, and the Winchester 1885's should be considered antiques by now. Dumb but happy as always. Tom

The best update to the GCA of 68 would be complete abolishment.
The 2nd Amendment in unambiguous. ANY firearm law is infringement.

Agree and Biden is trying to appoint an anti 2nd. amendment friend to become the head of the ATF. This in order to force the lefts agenda onto law abiding citizens.

I think they just want to eliminate people from building AR15’s from kits, without serial numbers, the so called ghost guns. I’m guessing that if rifles that are already built aren’t grandfathered in, that the new rules will be ignored by most people.

I believe that up until now, a person could build a gun
FOR HIMSELF/His own use. But it would have to be
serial numbered and I suppose run thru an FFL dealer
ONLY if Sold....?????

I think it will go well beyond just that but no matter what they do it will not by any means be constitutional. And that alone should be the most concerning to all of us and what they are now trying to do away with. We either have our constitutional rights or we do not there is no fine line. It is and always has been very simply spelled out and for all to easily understand. But they would have we the people try to believe it is well beyond its time and in need of dire change.

Beltfed that is the way it used to be but I believe Calif. now requires that everything has to be registered without exception. Even if a firearm is being handed down to someone in the family and or purchased pre I believe it to be 1968. When one could walk into a gun show and sell or buy a firearm and then to just simply walk back out and take it home.

I have waded through the proposed regulations, and they would make ANY firearm kit receiver subject to being serialized, not just AR type rifles, and would require background checks at time of sale of uncompleted receivers.
That means uncompleted single shot receivers too.
Also , most semiautomatic pistol slides will meet the new definition of receiver and must be serialized too.
